DCMS SPEAKING NOTES:
- Should all have copies of a paper prepared by the Community Fund on Lottery grants to ex-Service charities.
- Will now run through the main points
- Should explain that DCMS is the Govt Dept responsible for the overall policy and legislative framework of the National Lottery.
- Responsibility for distributing proceeds from the Lottery rests with the independent distributing bodies, which include the Community Fund, which gives grants to groups which help those at greatest disadvantage in society.
- Whilst DCMS is responsible for setting the high level legislative and policy framework for the Community Fund, responsibility for individual decisions on Lottery applications to the Fund rests with it, independently of DCMS.
- Following reports in some sections of the media last year on the issue of grants to Veterans Groups, the Community Fund met with a number of ex-Service charities (including many of you here today), together with the MoD, to look at how such organisations might benefit more from the Lottery.
- Community Fund will be making a presentation at the Veterans Plenary meeting later this month on grants awarded to ex-Service charities, and how to take advantage of Lottery funding.
- We (DCMS), as sponsoring Department for the CF, have been asked to table the paper prepared by the Fund for that meeting here today.
- Funding decisions by the Community Fund are made independently of DCMS, so I cannot comment on the Fund's assessment process or criteria, nor on any individual applications made to it.
- Would be happy to pass on your comments to the Fund.
