Did you know that SPVA administers the Joint Personnel Administration (JPA) system?

We have responsibility for the delivery of JPA, which harmonises and simplifies personnel and pay administration across the Services. Crucially, the Agency has direct interaction, via the JPA system, with some 275,000 Regular and Reserve personnel.  Most Service personnel are aware that there have been some difficulties to overcome with the introduction of JPA.  However, we have listened to feedback received and have been working hard to improve both the system and the training and help available to users.  We are now seeing genuine improvements in user satisfaction.  Our November 08 customer survey showed 80% of users happy overall with SPVA services and 47% of personnel saw an improvement in services in the previous three months. Nevertheless, there is still much more to do. 

How can I access the JPA Portal ?

Defence Intranet links ensure that you are directed to the JPA Portal, however if you navigate straight to the Oracle login you will miss out on this valuable source of information. You should access JPA through the portal via www.jpa.dii.r.mil.uk

The JPAC Enquiry Centres (JPAC EC) are located at SPVA sites in Gosport and Glasgow.  Either centre can act as a first point of contact for any query. Their primary role is to provide advice and guidance to users.

JPA Top Tips for Resettlement Advisers

A great deal of the information used during the termination process is taken from JPA, and the Service Leaver should understand the administrative action necessary to ensure that their departure from the Services is smooth. 

 

  • It is recommended that before applying for discharge the Service Leaver should ensure that he/she is fully aware of their reckonable service at date of discharge as there have been occasions when non-reckonable service has meant that the leaver has not been entitled to the immediate pension or Resettlement Grant that they had expected.  They should use the Pension Calculator to ensure they understand their likely terminal benefits.  The RCMO or Unit HR should double check this detail.

 

  • It is recommended that on receiving a Service Leavers Pack the Service Leaver should:
    • Ensure that the projected discharge date is correct.
    • Check the detail included in the Service Certificate including ranks, awards, and competencies.  It is very difficult to change this information after discharge.
    • Understand that only the current period of service will be shown on the Service Certificate, previous service will be shown on documentation produced at the end of the previous engagement (eg on commissioning).

 

  • It is recommended that before leaving their unit for the final time the Service Leaver ensures:
    • That his/her unit have issued them with a leaving checklist and that they have complied with it!
    • That advances for Resettlement Courses are cleared by submitting correct claims prior to discharge date (JPA F016 if necessary).  Failure to do so will result in the advance being recovered from their final salary or terminal benefits.
    • That the correct home address is held on JPA before discharge.  Failure to do so will cause delays in the despatch of their P45 and the return of their will if held by SPVA.
    • That they submit their PENS 1 as this is vital to process entitlement to terminal benefits.  They should understand that the address on the PENS 1 will only be used for correspondence relating to their pension.  The address held on JPA will be used for everything else.
    • That they understand the timeframe within which terminal benefits will be paid.

 

  • It is recommended that the Resettlement Advisor/Unit HR Staff brief the Service Leaver on the above and:
    • Confirms that they have completed the action required of them.
    • That if serving overseas they understand that Terminal Grants will be sent to their main pay bank accounts in line with existing instructions: the entire Terminal Grant will only be paid overseas if all salary is paid overseas.
